How do I do the FBI fingerprint thing in order to get an E-2?

I went through the E-2 process before but this is the first time i have to do the fingerprint thing. How exactly do i do this? Where do i find the ink or do i need to be supervised? And also, is there no end to the ridiculous laws the Korean gov't imposes on us to keep us out of the country?
