Applying eyeliner on water linee?

i use a liquid eyeliner on my top lashes, but the bottom is a problem! i use eyeliner pencil on my bottom water line, ive used almay pencil in brown and revolon in black but they both "dissapear" . they jst dnt stay on..,im in high school nd i see alotta girls waring it nd they barely hav to reapply itt! anyone know how to keep eyeliner on water linee??or brandss? thanks in advancee
