She's not your friend - because she doesn't care about you. But you could be her firend. Beware though, often you think you're doing good by trying to help these people, but you're just satisfying their strange methods of getting attention. The best thing for you is to ignore all bad behaviours, and engage with her if she's being sensible. You have a better chance of getting some sense out of her in that way, it'll also be the most helpful thing for her. =)
