About legal terms found in "Criminal Justice Act 2003"?

Since we're talking about the UK and not the US, I'll give you the right answer. If a person is charged, they will be formally informed of the offence for which they are being prosecuted and bailed to attend court (or held in custody until the next court sitting if certain circumstances apply). If they are reported for an offence, the person will be released unconditionally and the officer will fill in the appropriate paperwork for a summons to be applied for. If the summons is granted by the court, a copy is sent by the court to the defendant with a date and time to attend court.
